Keith is a seasoned IT professional with 35 years of experience in public service, spanning multiple states and diverse roles in systems development, enterprise architecture, and leadership. He is a visionary and servant leader who prioritizes communication, collaboration, and team empowerment in achieving his goals. Keith's results-oriented approach provides direction, inspiration, and clarity to technical and non-technical stakeholders giving.
Keith's experience includes serving as a TOGAF-certified enterprise architect and Senior IT Manager for Ohio Health and Human Services enterprise systems, including Eligibility, Medicaid, Medicare, Child Support, and Child Care. He also oversaw systems integration vendor performance for public/private healthcare partnerships, such as the Washington Health Benefit Exchange and California Health Eligibility and Enrollment System, working with major vendors like Deloitte and Accenture. Additionally, Keith served as Senior IT Manager over Infrastructure and Operations for the California Environmental Protection Agency's Department of Toxic Substances Control.

Keith Krautter, CEA
Dr. Noreen Michael is a highly accomplished researcher and educator focusing on quantitative and evaluative research methodologies. She earned her Ph.D. in Educational Psychology from the University of Illinois at Urbana-Champaign. She has since held faculty positions at Louisiana State University, the University of Kansas, Illinois State University, and the University of the Virgin Islands. Dr. Michael's career has primarily been in administration, including leadership roles in health, K-12, and higher education settings.
In 2013, Dr. Michael joined the Caribbean Exploratory Research Center (CERC) at the University of the Virgin Islands as Research Director, where she shifted her focus to health disparities research. In this role, she has led grant writing teams that successfully applied for federal grants, including a Preschool Development Grant Birth through Five (PDG B-5) for the V.I. Department of Human Services. Dr. Michael has also served as Project Director for the USVI PDG B-5 project and previously as PI on the Human Services Research Partnerships-USVI.
Dr. Michael's research interests include the linkages between social determinants of health and health outcomes, health literacy and its impact on health outcomes, and the links between early childhood care, education, and healthy lifestyles. She is also passionate about using community-based participatory research to advance research capacity in the USVI. Dr. Michael currently serves as PI and director of CERC and holds a faculty position of Research Associate Professor at UVI. She continues collaborating with colleagues to contribute to health disparities research in the USVI and beyond.

Erwin Raphael is an accomplished and charismatic international business executive with an impressive career spanning diverse automotive and logistics industries. With a deep understanding of the interconnectivity of human needs, data, science, and technology, he has consistently delivered award-winning results by building winning cultures within businesses. His technical and people leadership skills have been the driving force behind his success.
Over the years, Mr. Raphael has held several leadership roles in global companies such as Toyota, Stellantis, Hyundai, and Genesis Motor America, LLC, covering automotive engineering, manufacturing, marketing, and sales. Currently, he serves on Amazon's North America senior leadership team.
In addition to his executive roles, Mr. Raphael has served as a Board Advisor to UCLA Health Systems and Westport Fuel Systems (NasdaqGS: WPRT) and a member of the Board of Directors of Dignifi Holdings and Connected Television Group. He currently chairs the Ohio State University College of Arts and Sciences Dean's Advisory Council and the Lantern Network, a 501C3 he co-founded to inspire, guide, and propel the next generation of black leaders into successful careers.
